    so it is screwed OUT all the way :P screwing it in all the way would push the screw inside of the BOV :P

    So update went and tightens berthing by hand and holy shit was some of the clamps loose lol one of the couplings was sliding down anyway tightened everything and low and behold my power is back and better then ever all I need to do now is calm that damn whistle from the BOV thing goes off even on low rpm shifts but I deft notice power increase across te whole RPM range I will test it more when it's not raining and shittty out and I can get some good pulls

    if you do just the small spring, it should be more of a psssshhhh than a whistle!

    yes, having the BOV face that way is plenty fine.

    The reason it opens like that at the end is the way the car is pulling vacuum, totally normal.

    Under load and boost, the BOV will open more also. those cap screws are quite fragile it seems when trying to remove them if you aren't careful.

    Removing one of the springs will also open it more due to less spring pressure. This is exactly why we get the CEL.

    If you were to use just a small spring, it would open all the way pretty much even on neutral revving but it might also slightly pull open under normal vacuum conditions. (normal by what forge says)

    i wrote this up to explain the vacuum/springs dealio a bit more here if anyone is interested:

    BOV, vacuum, spring setups -Vturbo

    To add to the little tidbit I wrote, by taking out one of the springs, you effectively decrease the spring pressure pushing to keep the BOV closed. When you shift, the BOV will open easier because the vacuum pulling to open the BOV when you shift is now quite a bit greater than the spring pressure to keep it closed.
