The CARB EO number (D-269-86) for that part number checks out for use on a '19 or '20 VT, so as long as the smog station is legit you won't have any issues. As for why that site says "not legal for use on...", no idea - maybe the site is cross-referencing to the wrong model year or engine or something.

CARB EO D-269-86

Edited to add: make sure you actually have a '19 or '20 though, since those are the only years that have a CARB EO for that part number. If you have a '21, you'll fail. I went through this on my Gen1 VT - a lot of the intakes available only had EOs that were valid for '13 and '14 VTs, so they wouldn't pass on my '15. Took quite a bit of research to find my AEM and make sure its EO was valid for my '15 model year.

Gotcha. Thank you for the reply. Looking up the VIN I do have a 2020. If I end up ordering it, I hope it’s actually available for CA. I believe Throtl also has the same intake and says they will not ship to California and charge a 10% restocking fee if ordered which is BS. If they won’t ship it why would I get charged. Anyways, gonna try the K&N maybe soon.
Yeah a lot of companies just stopped shipping anything that could possibly be questionable to CA (including comanies like Throtl which are based here) because of the liability involved. In this case, since it's not 50-state legal for all models of VT that it could fit, Throtl or anyone else could technically be sued if someone installed it on, for instance, a '21 - so it's a lot less hassle to just say "nope, we won't ship it to CA" than to try to verify that it's actually going to be used on an approved vehicle.
