Yes, been working on a 1k+ build. Many things limit power potential for sure.

Your question can not be answered as stated. Money no object with at least a stock block? Money no object with custom made everything? Look at the Chevy v eight engines that have no GM parts .Top fuel dragster engines are now making something like eight thousand horsepower but need to be rebuilt after only seconds of use, you really need to define your parameters. One approach you might want to explore is hp per cubic inch, this will tell you at what modification level and what level of development a particular hp goal is reasonable.

Lets start with stock block. The highest hp vt that im aware of is the btr veloster that made 500

The highest has been a VT that made 505 whp on a dynojet with STD correction factor which was less as far as actual power made. That car ran into fuel system limitations well before that point. That car or the BTR car were NOT on the stock block or internals by any means. The BTR car never made 500 either, at least to the wheels.

so the highest on stock block would be around 400whp

Some have made over 400 whp on the oem block and internals but it is highly dependent on many factors if that can be done on a particular setup and it will not be safe or reliable at that level regardless of the setup if making that power much.
