Check your plug wires/boots. I have a 2013 VT and had the same problem. Pulled the plug boots and two of mine had wear spots and the rubber was gone. Was 'short circuiting' the plug and causes a miss under load.

Question for you. My 2015 VT manual has been doing this, hesitating under load. I have changed plugs, ignition coils, and even fuel injectors. I wondered if it could be wiring and your response here seems to confirm that. How difficult was it for you to change the wire harness? I called in and they said the ignition coil harness is part of the engine harness. Was it an easy fix for you or was it pretty involved? Thanks in advance for your answer.

I should clarify that the short was coming from the coil pack from spots worn down due to contact. I replaced all four coil packs - which is super easy - disconnect and unbolt to replace.
